Training course in change and configuration management
During the training, the following issues will be discussed in detail:
The requirements of Commission Regulation (EU) No 402/2013 in the context of the current conditions and projects implemented for the Polish railway sector,
The requirements of CENELEC standards concerning safety justification and demonstration,
The application of Regulation No 545 and Article 13 with regard to the determination of safety requirements.
The training will be conducted by Full Professor PhD Adam Jabłoński, an expert in railway transport, business advisor, and Vice President of the Management Board of OTTIMA plus Sp. z o.o., a leading company in the railway transport sector, operating on the market for over 26 years.

Scope of the training programme
- Subject matter and scope of application of Commission Implementing Regulation (EU) 2018/545;
- Legal and formal framework, including selected definitions;
- Obligations of the Entity in Charge of Maintenance (ECM) arising from Regulation (EU) 2018/545;
- Proper analysis and classification of changes to an authorised vehicle type;
- Preparation of an application, including:
– determination of the applicable requirements,
-identification of the appropriate type of authorisation,
– modifications to an authorised vehicle type,
– implementation of changes to an authorised vehicle,
– identification of applicable regulations, including cases of non-application of the Technical Specifications for Interoperability (TSI),
– determination of conformity assessments in accordance with Directive (EU) 2016/797; - Compilation of documentation accompanying the application and submission of the authorisation request;
- Configuration management in the vehicle maintenance process – practical methods for assessing spare parts and their substitutes in terms of functional and performance equivalence, in compliance with Regulation (EU) 2018/545;
- Discussion of the data required for the identification of changes;
- Configuration management in the context of change management.
